Job Description

Watumishi Housing Company (WHC) is a public entity established in 2013 responsible for the implementation of the Public Servants Housing Scheme (PSHS) and management of the WHC Real Estate Investment Trust (WHC-REIT). In order to implement its objectives, WHC would like to invite qualified and dynamic Public Servants who are interested to join our organization by means of transfer to fill the following vacant positions.

Duty Station: WHC Head Office

Reporting to: Reporting functionally to the Board of Directors and administratively to the Chief Executive Officer

Salary Scale: As per WHC Salary Scale

 

Duties and Functions

  • Formulates, present for the Board’s approval and implement internal audit policies which are in line with the WHC’s operating environment,
  • Develop audit Plan, strategies and programmes so that the overall audit effort is directed towards those areas, which have the highest exposure to risk. The assessment of risk must be evaluated at appropriate intervals and amendments made to annual audit plans, where necessary,
  • Evaluates and provides reasonable assurance that risk management, control, and governance systems are functioning as intended and will enable the WHC’s objectives and goals to be met,
  • Determine the soundness, adequacy, effectiveness and application of financial and other management systems and internal controls,
  • Evaluates compliance with the Trust Deed and Offer Document constituting Watumishi Housing Company Real Estate Trust (WHC-REIT), Capital Markets and Securities (Collective Investment Scheme) Regulations and any other law,
  • Ascertain the extent to WHC property, money and resources under the control of the WHC are accounted for, used and safeguarded from losses of all kinds,
  • Assess the relevance, reliability, integrity and adequacy of management and financial information,
  • Co-ordinate with other internal and external providers of assurance to ensure proper coverage and to minimise duplication of effort;
  • Appraise the economy and efficiency with which resources are employed (Value for money audit) and the quality of performance in carrying out assigned responsibilities.
  • Recommend improvements in procedures and systems to prevent irregularities and fraud.
  • Ascertain the extent of compliance with established policies, plans and procedures and determine whether they are effective in securing their intended purpose.
  • Evaluating specific operations and conduct special consulting activities at the request of the Board or management, as appropriate.
  • To undertake any other related duties as may be assigned by the Chief Executive Officer and/or Board of Directors, 


Qualifications and experience

The ideal incumbent for this position should have the following qualifications and experience:

University Degree/ Advanced Diploma majoring in Accounting or finance from a recognized higher learning institution; Master’s Degree or Postgraduate Diploma majoring in Accounting or Finance; Certified Public Accountant, CPA (T) or ACCA and must be registered with the National Board of Accountants and Auditors (NBAA) in the category of either Associate Certified Public Accountants (ACPAs) or Associate Certified Public Accountant in Public Practice (ACPA-PPs) or Fellow Certified Public Accountants (FCPAs); Knowledge and Competence in Information and Communications Technology (ICT) application, and familiarity with one of the accounting software;

A strong background of International Financial Reporting Standards (IFRS) and good knowledge of Public Sector Accounting and Reporting Principles; and not less than eight (8) years’ work experience in relevant fields in a reputable institution(s) out of which two (2) years should be in Principal Audit position.

Watumishi Housing Company (WHC) is a public entity established in 2013. WHC is a property developer and a licensed fund manager for management of the Watumishi Housing Company-Real Estate Investment Trust (WHC-REIT). WHC-REIT was licensed by the Capital Market and Security Authority (CMSA) in 2015 and became the first fully-fledged REIT to be established in Tanzania and East Africa. As a property developer, WHC-REIT is the main implementer of the Tanzania Public Servant Housing Scheme tasked with building of 50,000 housing units in five phases commencing from FY 2014/2015.
