The UN Capital Development Fund makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF is a Fund Manager of the CookFund, which is a key component of the Integrated Approach to Sustainable Cooking Solutions Programme in Tanzania, established by the Government of Tanzania in collaboration with the Delegation of European Union (EU). The CookFund is implemented using UNCDF’s Local Finance Initiative mechanism that is designed to unlock the flow of capital to invest small and medium-sized infrastructure projects that are required to accelerate local economic development and private sector development.

The CookFund Programme will be implemented using UNCDF’s Local Finance Initiative (LFI) mechanism that is designed to unlock the flow of capital to invest small and medium-sized infrastructure projects that are required to accelerate local economic development and private sector development.

Under this context, UNCDF is looking to hire an experienced Monitoring & Evaluation (M&E) Analyst who will be responsible for ensuring that the CookFund M&E approach is fully integrated into the program, including, evidence and results-based programming approaches. Responsibilities include managing CookFund Learning, Monitoring and Evaluation (LME) framework and activities; including indicator tracking, assessment, analysis, reporting and documentation of key results and achievements; provide technical support to the program team and partners on monitoring, evaluation, reporting and learning; support M&E activities of the research and data section of LFI Tanzania.

 

The key competencies will include but not limited to demonstrated ability to liaise and negotiate with government, development partners and private sector operators. The position also requires ability to perform a variety of conceptual analyses necessary for the formulation, administration and evaluation of programme. An excellent analytical skill, ability to work in a team and good interpersonal skills are critical.

 

Scope of Work

  1. Lead in establishing performance measurement plan and development of key indicators, including collecting and analyzing; baseline and performance; data and information for each energy product;
  2. Managing evaluations and assisting the programme management in using the performance information for decision-making and resource allocation;
  3. Continuously assess (management function) if progress is being made in achieving expected programme results, to spot bottlenecks in implementation and to highlight whether there are any unintended effects (positive or negative) from an investment plan; partnerships, knowledge management and sharing;
  4. Analyze, monitor data and produce reports that show progress in achievement of outputs and outcomes including reasons for not achieving results and recommendations for improvement;
  5. Ensure the implementation of the CookFund stakeholder mobilization and communication plan and organize and coordinate outreach activities with a variety of stakeholders.

The following are key duties of the Monitoring & Evaluation Analyst – CookFund:

 

1. Lead in establishing performance measurement plan and development of key indicators, including collecting and analyzing; baseline and performance; data and information for each energy product

  • Support the process of investments identification, data analysis and preparation of basic information memorandum for the investment officers‘ review and project structuring.
  • Build, own, and operate high quality financial models for renewable energy, SMEs and public and private infrastructure projects across the portfolio.
  • Produce analyses from those models to optimise returns, financial viability, support decision making in the development t Design and develop M&E plans, monitoring and reporting tools, templates, and guidelines for approval by CookFund management and subsequent use by the Programme;
  • Regularly review, coordinate and implement the monitoring and evaluation, research, and knowledge management activities of the Programme;
  • Manage the M&E functions of all five programme regions and provide monthly and quarterly alerts on levels of progress and risks to ensure effective implementation and reporting;

2. Analyze, monitor data and produce reports that show progress in achievement of outputs and outcomes including reasons for not achieving results and recommendations for improvement.

  • Take lead in the maintenance of M&E systems, including tools, databases as well as the continuous provision of information from monitoring data;
  • Lead the process of design and dissemination of research findings and suggest avenues and modalities for implementation recommendations;
  • Contribute to the design and implementation of various evaluation studies i.e. Baseline, Mid-term Reviews (MTRs), and summative and impact evaluations;
  • Design a monitoring tool for UNCDF Resource mobilization efforts towards the Clean Cooking Solution and regularly provide progress reports on this aspect;
  • Design monitoring tools to support easy identification of impacts of business development services (BDS) provided through various level business growth and to different segments of business operators;
  • Work closely with the Programme team, to undertake monitoring of CookFund activities and assist in the preparation of quarterly and annual implementation reports as per Contribution Agreement requirements; and
  • Undertake other duties as might be assigned by supervisor.

3. Managing evaluations and assisting the programme management in using the performance information for decision-making and resource allocation.

  • Development and maintenance of the programme management tool and risk frameworks for each investment or a beneficiary of the grant fund;
  • Provide weekly reports in the format agreed upon and other ad-hoc and periodic reporting;
  • Ensure the delivery of the key results are well documented for timely decision making by programme;
  • Timely planning and reporting in accordance with EU and UNCDF Contribution Agreement/guidelines and UNCDF Vs UNIDO’s UN to UN Agreement;
  • Establish and maintain an effective and efficient programme monitoring system providing regular feedback on the performance and to update regularly risk and issue logs;
  • Document and monitor local development impact of the investment in addition to financial viability criteria.

4. Continuously assess (management function) if progress is being made in achieving expected programme results, to spot bottlenecks in implementation and to highlight whether there are any unintended effects (positive or negative) from an investment plan; partnerships, knowledge management and sharing

  • Provide support for the CookFund business development and entrepreneurial programme, ensuring programme knowledge generation and dissemination, including support to the development of case studies, briefs, and client impact evaluations;
  • Support and ensure timely delivery of CookFund certification programs;

5. Ensure the implementation of the CookFund stakeholder mobilization and communication plan and organize and coordinate outreach activities with a variety of stakeholders;

  • Provide specialist input in the development and application of the investment management processes and tools to facilitate knowledge transfer, training, and development of capacities of local stakeholders in the public and private sectors;
  • Liaise with Communications Officer, Investment Officers and CookFund Manager to document good practices, success stories and lessons learned for organizational learning and improvement, and wider sharing with implementing partners.

 

Institutional Arrangement

 

The M&E Analyst will work under the guidance and direct supervision of the Global LFI Manager/Chief Technical Advisor.

Required Skills and Experience

 

Education:

  • A Master’s Degree in Demography, Renewable Energy; Environmental Management, Enterprise Development, Agrobusiness, Rural and Urban Finance and Development, or Master of Business Administration (MBA) or a Bachelor degree in the same fields mentioned above.

Experience:

  • At least 2 years (Masters) or 4 years (Bachelor) of experience in design and implementation of M&E in development projects implemented by National/International bodies.
  • Experience in Programme Management and implementation;
  • Experience with statistics, research work and programmatic experience in specific sectors such renewable energy, climate change, natural resources, public policies, business administration, etc;
  • In-depth understanding in designing, interpret evaluation, research study design, outcome measurement and statistical methods;
  • Demonstrated ability to engage across multiple stakeholders, including project sponsors, government partners and financial institutions;
  • Keeps abreast of new developments in climate change and biodiversity, renewable energy, development finance and seeks to develop him/herself personally;
  • Demonstrated comprehensive knowledge of information technology and applies it in work assignments.

Professional Certificates:

  • Additional certifications in e.g. Monitoring and Evaluation, Log frame Analysis, Sector and Policy programming will be an asset.

Language:

  • Fluency in English and Swahili is required.
