Summary: The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Maintenance Team Lead (HVAC) in the Facilities Section.

Duties

Administration Support   35%

Oversees the work of his team to ensure tasks are performed correctly and repair jobs are completed in an effective and timely manner. S/he supervises the work of 6 skilled technicians and labor crew as necessary.  S/he evaluates the performance of Technicians and other personnel as assigned. Ensures that all work order requests are attended to and completed in a timely manner.  Ensures that all completed work orders are submitted to the Maintenance Supervisor for review and close out.

Plans the tasks required to complete a project or work order, develops a diagram before the execution of work, and identifies the required tools to execute the job.  Study work schedules and estimates man-hour requirements for completion of job assignment.  Receives the work order requests and instruction from the Maintenance Supervisor and plans/assigns work to subordinates and oversees completion of all tasks.

Job holder is responsible for all aspects of HVAC work including repair, operations, safety inspections of HVAC units and associated equipment. Responsible for all quality assurance of HVAC work done by maintenance staff and of contractors at Embassy locations.  May be required to re-engineer HVAC and system designs.

Maintenance Support 40%

The incumbent performs installation, maintenance and repair of all HVAC systems and equipment and related tasks. Interprets and explains diagrams, drawings, manuals, guides and directives of new appliances and equipment for installation as needed.  Interpret blueprints, building plans, manufacturers specifications and instructions, and job orders to workers, and assigns duties and escorts all trades on his team to job sites.

Incumbent provides guidance and training to technicians on how to use HVAC instruments, machine tools and equipment for their work.  Ensures that safety rules and guidelines are followed when using heavy duty machines. Ensures accountability of tools kept at the shop level by making sure tools issued to his team are utilized properly. 

Performs preventive maintenance on the HVAC system and all related components to maintain system operation and reliability within the designed parameters, and to ensure uninterrupted and continuous air supply.  Uses Reliability Centered Maintenance (RCM) techniques to determine system reliability, schedule equipment shutdowns for preventive maintenance, and to predict when equipment and/or systems will need to be replaced.  Responds to scheduled, unscheduled and preventive maintenance work orders generated by the Computerized Maintenance Management System (CMMS) and completes assigned work orders within the time standards set by the Collaborative Management Initiative (CMI).


Logistic Support  15%

Incumbent will be required to drive a Government-Owned Vehicle to transport equipment, staff, tools and materials to and from job site and must have valid driver's license. Performs other duties as assigned.  Will need to respond to emergencies over weekends, nights and holidays based on the nature of the work.

The incumbent is also responsible for USG issued tools, clothing, safety equipment or other items issued for their use. USG and trade safety practices will always be observed. Ensures that all job activities and duties are performed in a responsible manner to avoid creation of safety hazards. Ensures that all personnel conform to established safety and health policy and procedures; properly utilize appropriate personal protective equipment, as required by the job activity. Should accidents, illness or injuries occur, ensures that the POSHO and other appropriate officials are informed.  

Special Projects Support  10%

Special projects may include, but are not limited to:  development and implementation of standard operating procedures (SOPs) to ensure the most efficient and effective delivery of services; oversee construction projects as the technical advisor to the Contracting Officer Representative (COR); oversee rehabilitation of HVAC and associated problems; design scopes of work of special maintenance and repair projects; follow up and support FMS sub-section supervisors with sub-section specific projects; develop SOPs for workplace conduct; and assist in other tasks and projects as assigned.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum of three years of experience in air conditioning/refrigeration and electrical trade is requiredOne-year prior supervisory experience required.

 

Education Requirements:

Education: Completion of Secondary School (Form IV) and completion of 2 years of vocational training in HVAC trades from a reputable vocational training institute are required.
