A: CORE PURPOSE OF
THE ROLE:
To ensure effective implementation of the MEAL system, to review
data submitted by program officers, provide feedback on the quality of data and
reports submitted by programme officers.
To ensure that, collected and reported data is of high quality
and that programme officers understand the data collection requirements, tools
and program information needs.
B: MAIN
RESPONSIBILITIES
1. Design, Promote and Implement Strong HakiElimu MEAL
system: (50%)
• Actively contribute to the development and implementation
of monitoring and reporting standards, systems and tools to track effective
delivery of results and documentation.
• Produce monitoring checklists, conduct quarterly joint field
process monitoring, quality assessment and data validation, and provide
feedback and recommendations for timely improvement.
• Undertake regular visits to field locations to support
monitoring and evaluation processes and lead in documentation and sharing
lessons learnt and best practices.
• Uphold effective use of MEAL framework in data collection,
recording, reporting and information dissemination.
• Support the department in preparing annual and quarterly
reviews, planning meetings and learning events.
• Review and ensure activity plans of Programme Officer’s,
Community Information
Volunteers and Friends of Education are designed and aligned
to the MEAL framework.
• Ensure all data collection and reporting by program officers,
CIV/Friends of education is of high quality, is in line with MEAL framework and
is done in a timely manner.
2. Providing Technical Support to Program staff, Community
Information Volunteers and /or Friends of Education (30%)
• Support the MEAL Manager in developing the capacity of
Programme Staff, Community Information Volunteers and Friends of Education in
MEAL framework, methods, data management, data analysis, results‐oriented
programming, as well as reporting principles and systems.
• Support the MEAL Manager in training and mentoring of
Programme Staff in using appropriate technology to facilitate routine
monitoring and reporting.
• Ensures the quality of monitoring data reported by
Programme Staff, and
Communication Information Volunteers and Friends of
Education through capacity building, supportive supervision, routine checking
and data validation.
• Actively contributing to designing and regularly updating
MEAL guidelines and tools and ensuring that Programme Staff have access to and
can use them.
3. Compliance, Reporting and data Analysis (10%)
• Receive regular activity and accountability reports from
Programme Officers,
Community Information Volunteers and Friends of Education
and ensure that action plans are included and followed up.
• Review standard routine and monthly reports from Programme
Officers, Community
Information Volunteers and Friends of Education.
• Undertake regular spot checks, assess actual practice
against organizational policies and plans.
• Ensures timely CIV/Friends of Education data analysis and
preparation of progress reports.
• Supports the MEAL Manager in designing and implementing of
periodic evaluation activities, including baseline/midline/end line surveys and
research
• Lead in documenting and sharing lessons learnt with
Programme team and other stakeholders as needed.
• Ensure internal accountability to management through the
implementation of timely and quality MEAL activities leading to timely and
accurate reporting.
5. General Responsibilities (5%)
• Implement and foster adherence to the established HakiElimu
policies, regulations, guidelines and procedures.
• Participate actively in Organization-wide learning and
other partnership activities.
• Accept other duties as required, including occasional work
beyond working hours and/or on weekends for which in time off in lieu can be
taken ( as per the policy).
C: PERSONAL
SPECIFICATIONS, BEHAVIOURS AND CONDUCT:
1) Minimum Skills and Experience
• Bachelor’s Degree in Monitoring and Evaluation, Social
Sciences, Development Studies or closely related field. Master’s Degree is an
added advantage.
• Proficiency in MicrosoftSsuite Excel, data analysis and
visualization software. Experience in the use of digital data collection tools
is an advantage.
• Highly developed interpersonal and communication skills,
including influencing, negotiation and coaching.
• Results oriented, with the ability to challenge existing
norms.
• Knowledge of the Tanzanian education sector, Policies and
Strategies. .
• Excellent interpersonal, communication and presentation
skills.
• Fluency in written and spoken Kiswahili and English
Languages.
• Commitment to and understanding of HakiElimu’s objectives,,
values and principles, including rights-based approaches.
