Job Description

Job Title: Human Resources and Administration Coordinator

Department: Support Services and Finance

Reports to: Manager- Support Services and Finance

Location: Dar es Salaam, Tanzania

Supervises: Secretary, Receptionist, Office assistants cum cleaners, security Guards

Travel Requirements: Some travel

Key relationships Executive Director, Finance Manager, Finance Team, Head of Programmes, Department Managers

 

A: CORE PURPOSE OF THE ROLE:

Guide, support and supervision the human resources and administration unit to deliver results and ensure effective functioning of all administrative and human resource matters at HakiElimu


B: MAIN RESPONSIBILITIES:

a) Manage and Coordinate Human Resource Activities: (55%)

• Manage all Human Resources issues and ensure staff integrity and security..

• Effectively manage, implement and monitor Department work plans and budgets, and other activities as may be determined in conjunction with the Manager -Support

Services and Finance to further HakiElimu activities.

• Provide technical support/training to the subordinate employees to effectively implement department's work plans.

• Be accountable for the quality, accuracy and competency of the support staff outputs, communication and reports as per annual work plans and budgets.

• Advise, support and report to the Manager- Support Services and Finance on department specific and overall issues.

• Promote, implement and foster adherence to the Policies and other regulations, guidelines and procedures of the Organization.

• Implement and adhere to lawful instructions given by the Manager -Support Services and Finance or Executive Director as the case may be.

• Design and manage staff recruitment including advising and supporting the

Manager -Support Services and Finance on all administrative and human resource issues.

• Ensure that performance appraisal for all employees is done on the agreed dates according to the set standards and employees receive timely feedback.

• Manage HakiElimu medical and group accident insurance schemes and ensure that all eligible staff are enrolled in a timely manner.

• Manage staff benefits such as Pension and Staff Welfare Fund.

• Administer staff leave schedule and ensure that it is accurately recorded in the “leave register”, reconcile with attendance register and quarterly update staff on leave balance. .

• Prepare staff contracts as per the set standards, after receiving inputs from relevant managers and sending them to Executive Director for approval.

 

• Ensure adequate preparation of the department’s monthly reports on time and up to standard.

b) As a member of the Management Team :( 15%)

• Support the Leadership of the Organisation

• Ensure that the required support is provided promptly, at scale and in line with the rules and principles of HakiElimu.

c) Administrative Policy Management ( 20%)

• Create staff awareness on Administration Policies by conducting learning sessions on the same at least once per quarter.

• Regularly review Administration Policies and advise the Management accordingly.

d) Planning and Budgeting (10%)

• Prepare annual and quarterly activity work plans, budgets and reports of the unit

• Organize, supervise and support unit employee/interns to implement unit work plans and achieve unit objectives and results.


C: PERSONAL SPECIFICATIONS, BEHAVIOURS AND CONDUCT:

1) Minimum Skills and Experience-Essentials

• Degree in Administration/Human Resource or it’s equivalent

• At least three years of experience in Administration/Human Resource Management

• Proven Human Resource/People Management skills

• Keen attention to detail

• Strong communication skills

• Proficiency in computer use, including Word Processing and Spreadsheet skills

• Ability to work under pressure and be on top of things with minimal supervision to meet deadlines

• Ability to e to handle and deal with confidential information in an appropriate manner
