Opportunity
Frontier Health Markets Engage (FHM Engage) is a global cooperative agreement providing technical assistance to support local actors improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning (FP) and other health services and products in mixed health systems. The R4D Tanzania FHM Engage activity will provide USAID/Tanzania with strategic and technical support to strengthen health markets. FHM Engage—led by Chemonics and its core partners, co-technical lead Results for Development (R4D), Pathfinder, and Zenysis― catalyses the adoption of fresh, contextually-relevant pathways in health market development by building on existing structures. FHM Engage robust partner network includes 16 local, regional and international partner organizations. The FHM Engage project will use a systems approach to identify root causes of underperforming markets, co-design sustainable solutions with market actors to deliver the lasting behaviour change needed to evolve health markets, and enable strong behavioural, technical, and managerial approaches for USAID/ Tanzania, local organizations, and potentially the Government of Tanzania.

R4D is seeking a highly motivated and dynamic Chief of Party (COP) who can facilitate learning and build relationships, with high political acumen and strong management skills. The ideal candidate will have demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. The position will be full-time and be based in Dar es Salaam with travel throughout the country. This position will report to the FHM Technical Lead internally at R4D and the FHM Project Director.

This position represents an opportunity to advance locally driven development initiatives and systems change to drive sustainability through a co-creation and co-design process with multiple stakeholders, coaching and mentoring in-country actors as they apply systems-thinking approaches. Since this is an early buy-in for FHM Engage, this opportunity has the ability to set the standards for this new approach.

Responsibilities

    • The COP will lead the activity, providing technical guidance to and supervising both international and national staff and consultants. The COP will be the primary point of contact with USAID staff in Tanzania. Essential responsibilities include:

    • Systems thinking
    • Applying market systems thinking as a more sustainable way to engage, support, and increase the role of the private sector in the delivery of FP and other healthcare.
    • Catalyse engagements with local and international private-sector actors, civil society, social entrepreneurs, governments, development agencies, and host-country governments to develop a common vision for priority health problems, co-design local solutions, build the resilience of local partner institutions, and build health market systems that can respond to future challenges.
    • In collaboration with R4D and FHM Engage leadership, responsible for the overall technical direction of the Tanzania activities, ensuring quality and timeliness of all deliverables.
    • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening.

      Develop local partner ecosystem
    • Establish and maintain highly collaborative working relationships with the Government of Tanzania, USAID/Tanzania, along with relevant in-country stakeholders; serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships.
    • Provide coaching and mentoring support to implementation partners for market facilitation activities.
    • Support the projects transition of activities to local partners by fostering and facilitating a learning and communicative environment.

      Supportive Management
    • Serve as the main point of contact for the activity, providing vision, direction, leadership, and management for the project.
    • Oversee the development of project work plans and ensure timely execution of activities, including proactively and creatively managing problems that arise and anticipate methods to avoid them.
    • Provide technical, operational, and managerial oversight to all aspects of the program to ensure all activities, and deliverables are executed with quality and timeliness.
    • Manage the country team, ensure technical capacity of staff; provide technical assistance and backstopping when required.
    • Ensure all activities are undertaken in full compliance with both R4D’s standard operating procedures and policies, USAID policies and regulations, and national policies and laws.
    • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
    • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets.

      Other
    • Fully engage as a member of the R4D staff team, including participating in staff meetings and other R4D events, and providing administrative support to other team members as needed.
    • Coordinate and collaborate with the FHM Engage core teams and activities as well as the other FHM Engage country programs.
    • Contribute to the continued evolution of a positive and collaborative team culture that affirms diversity, equity and inclusion.

Qualifications

    • Minimum of a master’s degree in international development/studies, business, statistics, or a related field required
    • Minimum of fifteen (15) years’ experience with eight (8) in leadership roles on USAID-funded activities. Prior experience as a Chief of Party greatly preferred
    • Experience leading Mixed Health System projects working on Private Sector Engagement, HIV/AIDS, tuberculosis, maternal newborn child health, health systems strengthening, and market shaping
    • Experience in the provision of technical assistance and quality assurance services including overseeing and conducting assessments, analyzing, and interpreting health data
    • Strong experience with evaluation standards and practices required
    • Experience working in performance management, strategic decision-making, and project learning
    • Experience building coaching and mentoring skills of USAID staff, implementing partners, and government counterparts highly preferred
    • Experience managing complex relationships with a variety of stakeholders, including host governments at different levels; experience mentoring staff and working with international and national consultants and staff
    • Substantial experience in managing a team using international and regional partners
    • Demonstrated leadership, strategic thinking/planning, management, and presentation skills required
    • Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures
    • Prior experience managing staff/teams including supervisory experience required
    • Familiarity with USAID/ Tanzania Mission is preferred; local / regional candidates prioritized
    • Excellent communication skills in both English and Swahili (written and verbal)
    • Ability to travel within Tanzania, as necessary
    • Able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate
